In my experience:
Putty is your best all around seam filler, and building up structure.
Paste is a little thinner, and works best when filling seams on more organic structures, like figure joints.

I have a expanded polystyrene ball with a hole that could be used as the base, and I can use some wire to start the wings, but I'm unsure what to use to mold the tentacle and facial features with. It's got to withstand wind, be paintable, and adhere to the ball without destroying it. Any ideas? May...

I don't want to prevent you from learning a new method of modeling, but if you only have a small part, no RTV or resin, and only need 1 or 2 casts, PM me, I'll make a copy or 2 for you no problem. If you would like to try it yourself, you can send me a pic, and I'll be glad to give you some pointers...
