One caution about plaster -- the reaction is exothermic (i.e. gives off heat) when it is setting up -- likely to be hot enough that it may deform soft vinyl. Similarly resins could also get hot when they're setting up.

I'd also like to remind everyone how easy this is with a Microcontroller like Arduino: You can set those two values however you like. There's no restriction on the duty cycle as there is with a 555, and you don't need to rewire your circuit if you change your mind about the flash rate or duty cycle...

Is the vinyl really vinyl and not polyethylene? Don't let styrene and vinyl touch. The vinyl might soften. Create a barrier between the two materials. Put a thin layer of epoxy on one part.
