If I had to guess as to why that happened it would be mold release residue. Wash the whole thing down with laquer thinner (the thinner will not hurt the resin kit) and then try gluing with 5 minute epoxy. I would suggest a flat brush for this. You have the basic idea right about the dry brushing.
