I sand off pin marks down to what my finger and eyes see as smooth and flush, but when I prime, I see that I didn't sand them down flush enough. I heard paint doesn't stick to vinyl tires (such as the ones used on the Batman Tumbler).

Should I prime the tires first?

Someone suggested I just dust them with pastels and leave them unpainted.

Should I use acrylic or enamels?

Problem with some acrylics is that they change color after drying. I noticed this with Gunze. It goes on flat at first. Then a day later, the preshading shows.
