I've also coated an LED with white fluorescent acrylic paint.
The LED will ight up like an incandescent bulb (but without the heat) for a full 360 degrees of illumination.

If you're using CA you can use CA Remover to clean up any excess.
I've done this with a microbrush and it works great. You can also use rubbing alcohol to remove CA. Easee-peesie.
Now if you're doing this over paint, it will probably remove the paint unless you are veeeeery careful.

Was it a lacquer based primer by chance? Lacquers tend to evaporate more quickly so you might end up with the paint drying before it hits the surface if held too far away. Just a guess on my part as I generally use enamel based primers and have never encountered the dust issue of which you write.

Mostly I use Testors grey primer. I've also used Krylon acrylic grey and white primer. Both work well for me. Any imperfections can easily be removed with wet sanding.
