I think that your problem is not the voltage but the current (amperage) that the battery is delivering. The seven LEDs may have draining more power than your battery supports. Even if does, if it is a small battery it will drain very fast. The ideal would be to use a power supply instead. It doesn't...

I use an air inhalator for 10 years now as compressor. It's cheap, silent and efficient. It won't work for suction AB models, just for gravity ones though.

Don't need to over-complicate things...

You just need to paint it inside with matte black to block the light. Then just paint your model as you would do normally.

PS: I don't use primer. Just paint directly. My paints are enamel.

You can use them both together. However since they use different types of solvent you have to be SURE that one is completely dry before to overlay the other. This is the rule.
