sorry if this sounds like a dumb question, but could someone tell me what testors dullcote actually does?

i have bought a federation flashing board from trek modoler.com, the strobes look fine, but the formation lights seem a bit slow to me, ithere about 7 seconds on and 7 seconds off. Does that sound about right?

I am lighting the TOS amt cutaway enterprise, and i have a spare lights and sounds board from the special edition enterprise A, and i am going to adapt that to this model, just one thing tho, the leads to the flashers are not long enough and need to be extended, so is it safe to cut the flasher wire...
