Older sheets can go brittle and thus have greater breakage.

If one of mine break I fix one part into place with a decal set solution than slide the other one into place and fix it

Decal solvent will make them snuggle down tight.

How do you slide them of the paper? Can vary between designs.

Sand them off gently with a very fine grid paper.

Yes, he will have to re-apply the decal & clear coat again.

Most decal setting solutionz will dissolve the carrier film and leave the pigment.

I had an ALPS printer once.

The Company tried to break into the commercial printer market but .....

Their main market is various printing technologies(dry-ink, heat, laser, etc) used in Industries, cash registers, etc.

They are still around.

CA was designed to glue flesh and skin, good pull but no shear strength.

Hence not feasable for attaching heavy parts.

For plastic Tamiya all the way thick and thin.
I use the lemon scented one(Limonene) their regular stuff smells like Death in a Bottle.

Super Glue I use to attach small PE or Resin parts.
