Rubber cement has a rather different chemical for its solvent from what Elmers glue uses, be careful with how it interacts with the paint layer being covered.

I too use Plastruct Plastic Weld for dissimilar plastics. Since the mid 1970s. Their Bondene is labeled to do ABS to ABS and Styrene to Styrene. The only relevant thing I know is don't use oils on vinyl figures.
At least not without undercoating/priming the vinyl figure with something impervious to oils.

Looking at the white sheet styrene on hand I think the .005 inch thick, which is paper thin, would work okay.
